Rafel O. Hart, Educare of Omaha, Inc. (educareomaha.org) Executive Director, has been awarded the prestigious Region VII Head Start Association Administrator of the Year Award for exceptional leadership qualities in the administrative work of Head Start and Early Head Start programs. This honor recognizes Rafel’s commitment to creating impactful learning opportunities for children and families.

“This award is a testament to Mr. Hart’s vision and hard work,” said Donna Veatch, Director of Executive Services, Region VII Head Start Association. Rafel demonstrated his strategic leadership skills during the merger of two Educare Omaha schools with three Early Learning Centers, a transition that nearly doubled the number of children served, growing from 347 to 667 children and their families in center-based settings. This significant expansion also nearly doubled the staff, requiring thoughtful communication, structural adjustments, and a clear vision to ensure a smooth transition. Beyond advocating for children, Rafel is a strong proponent of celebrating the early childhood workforce. He recognizes the critical role that early care and education professionals play in shaping young minds and works tirelessly to ensure they are respected, properly compensated, and provided with opportunities for growth.

The award ceremony was held June 10, 2025, at the Sheraton Overland Park Hotel at the Convention Center, Overland Park, KS, brings together leaders and educators to recognize award winners and Head Start Champions for their outstanding achievements. Region VII Head Start Association encompasses Iowa, Kansas, Missouri and Nebraska.
